The PEF certificate is a certification issued by an auditing firm or an authorised entity, which attests to the economic sustainability of a project. This certification represents the evaluation and analysis performed by the qualified entity, based on the economic-financial plan presented. The analysis and check performed by the auditing firm concerns the economic viability of the project, verifying that the financial plan is adequately structured and that the cash flows are sufficient to repay the project's lenders. PEF attestation is required in the case of participation in project finance, PPP (public-private partnership) initiatives.
